Phase I & Phase II ESA – Clark School
Global Environmental Engineering Inc. (Global) completed a Phase I Environmental Assessment, a Phase II Environmental Investigation with a Ground Penetrating Radar Survey, a Pre Demo Hazardous Material and Asbestos Building Inspection, and Oversight of an underground storage tank excavation at the Clark School in Flint, Michigan. Clark School was part of a multi property demolition project being conducted on behalf of the City of Flint. Global was retained by Ms. Lucille James, MPA, and Brownfield & Demolition Program Manager for the Genesee County Land Bank (GCLBA).
A Phase I ESA in conformance with American Society for Testing and Materials (ASTM) Standard E 1527-13, indicated that an underground coal storage room on the eastern side of the school was present, as well as the potential presence of underground storage tanks (USTs) used for the storage of fuel oil used by the boiler for building heating purposes based on on-site observations.
Global inspected the floor of the coal storage room during the Phase II Investigation. To investigate the potential for the presence of USTs, Global conducted ground penetrating radar survey to locate the tanks in the area. Anomalies found underground indicated underground storage tanks that required removal. The tank removal was conducted in accordance with Flammable and Combustible Liquids Rules, and amended forms was submitted to Licensing and Regulatory Affairs (LARA) – Bureau of Fire Services (BFS), Storage Tank Division. Soil sampling was conducted from beneath the tank in accordance with MDEQ requirements. Samples were analyzed for Method 8260 or 8270 as appropriate based on the contents of the tank per Section 280.72 (g).
A Hazardous Materials and Asbestos Building Inspection was also conducted on the subject property. An asbestos and hazardous materials inspection includes a survey of each functional space within the building. Suspect ACM was sampled and analyzed for asbestos content using polarized light microscopy (PLM) by a National Voluntary Laboratory Accreditation Program (NVLAP) and NIST accredited laboratory. Based on results of the survey and future building plans Global offered recommendations to include proper removal and disposal and/or future Operations and Maintenance (O & M) Programs.
